Brittin and H. Odabasi Einstein, written in August 1939, has often been told. This resulted in the formation of the secret S-l committee for this subject, under the chairmanship of Lyman J. Briggs, then director of the National Bureau of Standards. C. R. R. Oppenheimer and R. Serber at Berkeley. In the late summer of 1941 the S-l committee was expanded by three members: Jesse W. Beams of the University of Virginia, Henry D. Smyth of Princeton, and Condon. T. Compton of the NDRC, and including Arthur H.

Dr. Edward U . Condon , fourth Director of the Bureau and the first theoretical physicist to head its operations. Reorganizing the Bureau in the postwar 'period, he cleared its attics of 50 years of accumulated lumber and began the modernization and systematizing of present Bureau operations. FIGURE Measures for Progress 33 to lecture in physics at Columbia University and in 1928 went to Princeton as assistant and then associate professor. While at Princeton, he coauthored the Frank-Condon principle in molecular physics; developed the theory of radioactivity decay, with Ronald W.

Compton of the NDRC, and including Arthur H. Compton of the University of Chicago, Ernest O. Lawrence of the University of California, Harold C. Urey and George B. Pegram of Columbia University, were impressed by the preliminary results which the small program was obtaining. They began to plan for a greatly expanded government program of uranium research. This involved a visit to England by Urey, Pegram and others, to learn what was being done there under the extremely difficult war conditions of continuing aerial bombardment, and a visit to America by leaders of the British project to tell the S-l committee of their plans for the future.
