THE USA AS A DECLINING EMPIRE: A COMPARATIVE VIEW If the USA can be reclassified as an imperial state then the question of relative decline can be seen in a new context. First, it may be examined in terms which place far more importance on US domestic affairs than have all other analyses of this question (an approach which will form the basis of the next chapter) because the American empire exists within, not outside, the USA.

To others, US decline has been seen in strictly military terms, the loss of pre-eminence in terms of weapons, military training, tactical, or strategic, advantages. Another approach is to take US decline as demonstrated by America's position in international politics, in relation to its allies and opponents in terms of policy and leadership.
