It is, however, not clear that Cardenas exerted very much influence over Mexican foreign policy during this time. Certainly US Ambassador White had few problems in explaining the US point of view during the Guatemalan crisis of 1954. White later reported that 'at my third conference with President Ruiz Cortines on this subject he told me that he had instructed the Foreign Office to change its policy with respect to Guatemala' and to move toward support of the United States. 28 Diaz Ordaz and the Student Massacre 31 In 1957, as the succession to Ruiz Cortines was coming under discussion, Cardenas travelled around Mexico making speeches supportive of Revolutionary unity.
