Connections between existing rivers and port access were both improved. In 1823 the Pommeroeul-Antoing canal connected the Haine and Scheldt basins. Access to the port of Ghent was improved by the construction of a canal to Terneuzen on the western Scheldt in 1827. Several canals were bullt to connect the Meuse and Scheldt rivers: in 1827-32 they were linked by way of Brussels and Charleroi and in 1844-59 by way of Liege and Antwerp. These waterways facilitated coal distribution in the central industrial region as well as improving communications with the port of Antwerp.

The Dutch interpreted the river mouth as being where the inftuence of the tide was feIt which meant about 90 km up river from the North Sea and that the Lek was the only true continuation of the Rhine. By this interpretation tolls could be levied along most of the Dutch Rhine. This 'quarrel of the river mouths' remained unresolved until the Mainz Convention of 1831 established rules for the navigation of the Rhine and the collection of some dues for river maintenance and the 1868 Mannheim Convention declared free navigation on the Rhine from Basel to the open sea.

The greatest time reductions occurred in the period 1750-80, when turnpike construction was at its peak, and the 1820s, when the influence of Telford and Macadam was being strongly feIt. The journey from Edinburgh to London, for example, fell from ten to four days between 1754 and 1776 while that from London to Holyhead fell from 41 hours in 1815 to 28 hours in 1831 (Pawson, 289; M. Hughes, 206-7). Besides reducing the cost of transport, quicker journeys enabled more rapid commercial communication and allowed firms to hold less capital in the form of raw materials and inventories thereby releasing more resources for use as fixed capital.
